MINUTES FOR THE OCTOBER 21, 2021, REGULAR SESSION OF THE BOARD OF ALDERMEN MEETING FOR THE CITY OF BILLINGS, MISSOURI

Present in City Hall were Mayor David L. Rauch, City Attorney, Darlene Parrigon, Chief of Police, Jody Hays, Building Inspector/Code Enforcement Officer, Terry Danley, City Engineer, Cameron Schweiss, and City Clerk/City Treasurer, Chris M. Hopkins.

 

Guests were Tony Taylor, Keith Monroe, David Payne and Bert Bond.

 

Mayor Rauch asked everyone to stand for the Pledge of Allegiance.

Alderman Huffman-Bailey made a motion, seconded by Alderman Fender to move New    Business items H, A and B before Unfinished Business.

 

  1. NEW BUSINESS, MEMORIALS, PROCLAMATIONS AND ORDINANCES

 

  1. Alderman Cloud made a motion, seconded by Alderman Huffman-Bailey to accept the Mo Rural Commercial Insurance quote for $ 31,158.00 effective November 6, 2021, to November 5, 2022, for the City of Billings.  Voting “Aye” Cloud, Fender via Zoom, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Jamie Williams resident at 214 S. Pine Street was not present to address the Board about using a vehicle on her property as a flower bed decoration.

 

  1. City Engineer, Cameron Schweiss told the Board that Archer Elgin was planning for Phase 3 of the bond projects related to the EPA Mandate, which addresses the Inflow and Infiltration (I&I) into the City’s system. It was also reported that there has been renewed interest in development on the outskirts of Billings.  Archer-Elgin is also looking into and planning for growth as part of the Phase 3 Engineering activities.  The preliminary work is taking place under the remaining budget in TWA #10 for miscellaneous projects.  It is expected that the Phase 3 planning effort will take 3 to 6 months.  Archer-Elgin will bring a proposed TWA #11 to the Board for approval of the complete Phase 3 planning and engineering effort as proposed.  No vote was needed at this time for this Water/Sewer options that Cameron was discussing.

 

  1. UNFINISHED BUSINESS.

 

  1. Alderman Kucera made a motion, seconded by Alderman Cloud to postpone discussion of the Verch Grinder pump until the November 18, 2021, meeting. Voting “Aye” Cloud, Fender via Zoom, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. The notice of inquiring about Lagers Retirement Program was posted at City Hall and on the website since September 30, 2021. No inquiries have been made.

 

  1. Alderman Huffman-Bailey said the Agreement with NCR Online Payments is to come. Utilities will be a flat rate of $ 2.50 and other fees will be a percentage.  A card reader will be available for use at City Hall, as we may implement this for the utility bills the first of the year.  No decision was made.

 

  1. Alderman Kucera made a motion, seconded by Alderman Huffman-Bailey to accept the bid from Springfield Glass Company to re-seal the 7 window frames and replace glass for
    $ 3,032.00 and the bid for replacement of the glass in two windows for $ 635.00 totaling $ 3,667.00.  Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Blevins Asphalt is scheduled to pave Commercial and Inglewood Streets within the first two weeks of November. Alderman Huffman-Bailey made a motion to accept both bids, seconded by Alderman Cloud for $ 39,195.00 for Commercial Street and $ 21,970.00 for Inglewood Street totaling $ 61,165.00.  Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Building Inspector, Terry Danley is waiting to hear from the City Attorney on how to handle the repairs and/or demolition of properties on Hwy 60 and Garrison Street.

 

  1. Building Inspector, Terry Danley said the Jake Brakes have been ordered.

 

  1. Alderman Kucera made a motion, seconded by Alderman Huffman-Bailey for Mayor Rauch to get concrete bids for repair of Maple Street and Monroe Street and Republic and Monroe Streets. Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

  1. Mayor Rauch is working on Resolution 21-03 for Henry Bos and Resolution 21-04 for Mike Moore for the Community Retirement party at the Billing Community Building to be held on Wednesday, October 27, 2021.

AN ORDINANCE GRANTING THE EMPIRE DISTRICT ELECTRIC COMPANY, A CORPORATION, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO USE THE STREETS, ALLEYS AND PUBLIC GROUNDS FOR THE PURPOSE OF ERECTING AND MAINTAINING AN ELECTRIC DISTRIBUTION SYSTEM, WITH THE NECESSARY POLES, WIRES AND OTHER APPARATUS, EQUIPMENT AND APPLIANCES THEREFOR, AND TO STRING WIRES ABOVE GROUND OR CARRY SAME THEREUNDER; AND THE RIGHT TO DO ALL THINGS NECESSARY AND PROPER FOR THE PURPOSE OF GENERATING OR OTHERWISE PROCURING ELECTRIC ENERGY, OR ANY PART THEREOF, AND DISTRIBUTING SAME THROUGHOUT THE CITY OF BILLINGS AND THE INHABITANTS THEREOF, AND FIXING THE TERMS AND CONDITIONS UPON WHICH RIGHTS MAY BE GRANTED AND EXERCISED.

  1. Alderman Kucera made a motion, seconded by Alderman Cloud to purchase UPS Surge Protectors for Computers in City Hall and Sewer Plant as presented. Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Alderman Huffman-Bailey made a motion, seconded by Alderman Kucera to place a         request for bid for weekly City Hall Cleaning Services and IT/Website Services for 2022.             Bids due in City Hall on Monday, November15, 2021 with opening at Board meeting    November 18, 2021. Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting     “Nay” None.  No Abstentions.

 

  1. Alderman Kucera made a motion, seconded by Alderman Cloud to have the Capital       Improvement Sales Tax Account at Peoples Community Bank in Republic become an      interest bearing account effective November 1, 2021.  Voting “Aye” Cloud, Fender,    Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Alderman Cloud made a motion, seconded by Alderman Kucera to have City

Clerk/Treasurer do a 10 month, Budget Amendment of year 2021.  Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. Salary discussion will take place during 2022 Budget process.

 

  1. Alderman Fender made a motion, seconded by Alderman Huffman-Bailey to approve the wages, expenses, bills, statements, and other expenditures for the month of September 2021. Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.

 

  1. CLOSED SESSION

 

Alderman Kucera made a motion, seconded by Alderman Fender for the Board to go into Closed Session for the purpose of hiring, firing, discipling or promoting of particular employees therefor Pursuant to Section 610,021 (3) RSMo.

Alderman Fender made a motion, seconded by Alderman Huffman-Bailey to pursue the 2012 Dodge Charger police car at no cost to the city and pay the repair for equipment of

$ 5,185.97.  Voting “Aye” Cloud, Fender, Kucera and Huffman-Bailey.  Voting “Nay” None.  No Abstentions.
