Hopkins.<\/p>\n<p>&nbsp;<\/p>\n<p>Guests were Tony Taylor, Keith Monroe, David Payne and Bert Bond.<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor Rauch asked everyone to stand for the Pledge of Allegiance.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><strong>CITIZEN INPUT<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>No one present wished to speak.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Alderman Huffman-Bailey made a motion, seconded by Alderman Fender to move New \u00a0\u00a0 Business items H, A and B before Unfinished Business.<\/em><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"4\">\n<li><strong> NEW BUSINESS, MEMORIALS, PROCLAMATIONS AND ORDINANCES<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"158\">\n<li>Alderman Cloud made a motion, seconded by Alderman Huffman-Bailey to accept the Mo Rural Commercial Insurance quote for $ 31,158.00 effective November 6, 2021, to November 5, 2022, for the City of Billings.\u00a0 Voting \u201cAye\u201d Cloud, Fender via Zoom, Kucera and Huffman-Bailey.\u00a0 Voting \u201cNay\u201d None.\u00a0 No Abstentions.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>Jamie Williams resident at 214 S. Pine Street was not present to address the Board about using a vehicle on her property as a flower bed decoration.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>City Engineer, Cameron Schweiss told the Board that Archer Elgin was planning for Phase 3 of the bond projects related to the EPA Mandate, which addresses the Inflow and Infiltration (I&amp;I) into the City\u2019s system. It was also reported that there has been renewed interest in development on the outskirts of Billings.\u00a0 Archer-Elgin is also looking into and planning for growth as part of the Phase 3 Engineering activities.\u00a0 The preliminary work is taking place under the remaining budget in TWA #10 for miscellaneous projects.\u00a0 It is expected that the Phase 3 planning effort will take 3 to 6 months.\u00a0 Archer-Elgin will bring a proposed TWA #11 to the Board for approval of the complete Phase 3 planning and engineering effort as proposed.\u00a0 No vote was needed at this time for this Water\/Sewer options that Cameron was discussing.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong> UNFINISHED BUSINESS.<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>Alderman Kucera made a motion, seconded by Alderman Cloud to postpone discussion of the Verch Grinder pump until the November 18, 2021, meeting. Voting \u201cAye\u201d Cloud, Fender via Zoom, Kucera and Huffman-Bailey. \u00a0Voting \u201cNay\u201d None.\u00a0 No Abstentions.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2021\">\n<li>The notice of inquiring about Lagers Retirement Program was posted at City Hall and on the website since September 30, 2021. No inquiries have been made.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>Alderman Huffman-Bailey said the Agreement with NCR Online Payments is to come. Utilities will be a flat rate of $ 2.50 and other fees will be a percentage.\u00a0 A card reader will be available for use at City Hall, as we may implement this for the utility bills the first of the year.\u00a0 No decision was made.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"32\">\n<li>Alderman Kucera made a motion, seconded by Alderman Huffman-Bailey to accept the bid from Springfield Glass Company to re-seal the 7 window frames and replace glass for<br \/>\n$ 3,032.00 and the bid for replacement of the glass in two windows for $ 635.00 totaling $ 3,667.00. \u00a0Voting \u201cAye\u201d Cloud, Fender, Kucera and Huffman-Bailey.\u00a0 Voting \u201cNay\u201d None.\u00a0 No Abstentions.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"195\">\n<li>Blevins Asphalt is scheduled to pave Commercial and Inglewood Streets within the first two weeks of November. Alderman Huffman-Bailey made a motion to accept both bids, seconded by Alderman Cloud for $ 39,195.00 for Commercial Street and $ 21,970.00 for Inglewood Street totaling $ 61,165.00.\u00a0 Voting \u201cAye\u201d Cloud, Fender, Kucera and Huffman-Bailey.\u00a0 Voting \u201cNay\u201d None.\u00a0 No Abstentions.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>Building Inspector, Terry Danley is waiting to hear from the City Attorney on how to handle the repairs and\/or demolition of properties on Hwy 60 and Garrison Street.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>Building Inspector, Terry Danley said the Jake Brakes have been ordered.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>Alderman Kucera made a motion, seconded by Alderman Huffman-Bailey for Mayor Rauch to get concrete bids for repair of Maple Street and Monroe Street and Republic and Monroe Streets.
